Since the China’s reform and opening to the outside world, Rugao has made great achievements in the economic construction and social undertaking. A featured industry system with main products such as steel ball, sausage casing, mini-diesel engine, textile & garment, glass fiber products, superfine fiber, polyester film and foodstuff has initially formed. Rugao boasts its many best quality products in the world. For instance, the steel ball for precision bearing, the high-tension plastic-sealed silicon, the two-way stretching polyester film, Baiqu yellow rice wine, Rugao-brand meat floss and sauage.

Rugao Port Economic Development Zone (RPEDZ) locates at the delta of Yangtze River and lies in the west of Nangtong city, which is a coastal city in Shanghai Economic Belt. It faces Shanghai, Suzhou and Wuxi across Yangtze River and belongs to the first class Nangtong coastal Port group. Its schedule area is 64.8km^2, and the port area 20 km^2.   

  RPEDZ lies in the bending of middle stream of the Yangtze River with special-used watercourse. The width of the course is 550-650m. The –10m water lines are joined together and 5km deep-water coaster lines can be directed used. The current bank is quite gentle and steady without silt underwater. Furthermore, there are more than 10km coaster line resources can be developed and used. 

It is focus on those projects that need large water or large lands or behaves larger volume freight handling. It is planned to build some bases such as heavy chemical base, petrol-chemical base, smelting and machining base, source base, traveling entertainment and healthy base as well as modern commodities interflowing and storing base.

Geographic Location

With the Yellow Sea in the east and the Yangtze River in the south. Rugao is a bright peart along the No.203 National highway in Shanghai Economic Zone of Yangtze River Delta, facing Shanghai, the metropolis city in China across the river. With an area of 1,500 Sq Km and a total population of 1.47 million., it is one of the China’s earliest coastal open cities and also a port city famous for its history, culture and tourism and advanced industry and trade.

Functional Section

REDZ is province-level zone approved by Jiangsu Provincial Government in December 1993. All the preferential policies for the development zones in coastal open cities are joined here in the same way. With a planning area of 22Sq Km and principal of layout with high starting point and construction with strict standard, infrastructures in REDZ are becoming more and more perfect. Abutting on the downtown area of Rugao City, REDZ adheres policy of giving priority to development industrial projects, attracting foreign investment and high-tech. Presently over 400 enterprises have settled in the zone. An industrial production system with a fairly complete range of well-integrated industrial sectors and reasonable layout has been initially formed leading by textiles, machinery, electronics, foodstuff, and garments industry. Several industry parks with textile & garments, new material, steel ball and foodstuff as the feature come into being. In 2001, the total industry production value reached RMB Yuan 1.5 million.

Natural Environment

Climate Status:  REDZ locates in 120°32’-120°35’ east longitude, 32°23’-32°26’ north latitude. It belongs to gentle wet climate of north semitropical and has clear four seasons. The main wind direction is southeast wind is summer and northwest wind in winter. Average annual temperature is 14.6°C. Average annual non-frost is 215.6 days. Average annual sunlight is 2,041.5 hours. Average annual precipitation is 1,055.5mm

Transportation

Highway Transportation: The No.204 National highway from Yangtai in Shanghai province to Shanghai goes through the Rugao city. 230Km away from Rugao along the Ningtong Expressway is Nangjing,. Jiangyin suspension bridge has make the Yangtze River unblocked way. The Sutong suspension bridge under construction will finally bring Rugao into one member of Shanghai One-hour Economic Circle.

Railway Transportation: The Xinchang railway from Xinyi (in Shandong province) to Changxin (in Zhejiang province) passes through the zone, connecting the Longhai Railway in the north, and leading to Jinghu Railway in the south.

Air Transportation: REDZ is only 65Km from Nangtong Airport, 260 Km from Lukou Airport in Nanjing and 180 Km away from Hongqiao and 220 Km from Pudong Airport in Shanghai.

Sea Transportation: The water arteries of Rutai and Tongyang canals in the north Jiangsu province intersect each other in the area, leading to Rugao Port and Nangtong Port directly.

Facilitates

Electricity supply: East China Power Network mainly provides Power supply in REDZ. The two 110kv substation at east & west sides and the thermal power plant have formed a situation of tripartite confrontation, constituting a non-stop power supply network. The power supply is abundant and enough for industry in the zone.

Heat supply: The thermal station supplying REDZ can cover 3.5Km radius of heat supply with a heat & steam supply of 70 tons per hour.

Telecommunication: REDZ has developed advanced telecom during these years. The program- controlled telephone exchanges exceeds 6000 phones, realizing seamless overlay of mobile telecom. ADSL wide band with 8M-brand width operation has been served already. Optical fiber will lead to the building, residential area and roadside. IP wide band network has been constructed for the fast Internet connecting for the family and enterprise.

 Water supply: The area enjoys rich and fine water resources with daily supply of 80,000 tons. The city Waterworks has connected the pipelines into the zone in the round.

Industrial Park
Foreign Investment Area

 REDZ is provided with a complete system including investment-attracting system, foreign investment service and ensuring system. Until now, investors from some countries and regions such as Japan, American, Germany, New Zealand, Hongkong have settled in the zone and gained much profits here. Their projects mainly, foodstuff, medicine. In 2001, the total export amount in the zone was over US$40 million.

Garment Industry Park

This park covers a total area of 300mu (1 hectare=15mu) with total workshop area of over 50,000m². Until now, investors from some countries and regions such as Japan, American, Germany, New Zealand and Hongkong have founded over 10 garment enterprises here. With over 4000 employees and US$45 million of annual sales value, the main products include knitting and shuttle-weaving clothes, sports cloths, casual wears and children’s wear. The park has become the stable suppliers base of worlds-renowned brand such as Adidas, Purma, Miki Mouse, Giordand, Valentino Hanes etc.

New Material Industry Park

With the stainless steel fiber, fiber reinforced rubber base cloth and two-way drawn and stretched polyester capacitance film as the main products, this park covers a planning area of 500mu, annual producing 1400 tons of capacitance film, 10 million m² of fiber reinforced rubber base and 50 tons of stainless steel fiber. The estimated scale is annual sales value of RMB 500 million and annual tax of RMB o.1 million.

Steel Ball Industry Park

With total area of 350mu and investment of US$30 million, this pakr is cooperatively invested by Jiangsu Lixing Steel Ball Group, USA General Bearing Corporation, and USA Annan Steel Ball Co, Ltd. The main products precision bearing steel ball and carbon steel ball which are widely used to be the rolling components in the fields of precision machinery, auto industry, etc. At present, the corporation is the largest steel ball producer in China and the third one in the world.
